The Silence of Deafness is an Abstract, not an Absolute.
The URL below links to an article which describes a case taken against an organisation for refusing to accept relay calls, who also didn’t provide a TTY number for customers to use. For those of you who don’t use telephones for voice it may be a useful reference.

Huh. I can’t even begin to imagine how an organization would go about refusing a relay call. They’d have to have their heads buried *so* far up their… UGH. Idiots. *grr*

Half the problem is that people just don’t know about relay calls either in their own homes or at workplaces. I’ll start a new thread on it, cos it’s UK specific, and I posted this as a legislation/lawsuit topic.
